Government Policies on Electric Bikes in Pakistan

Electric bikes in Pakistan are a new face of affordable, sustainable, and practical transport. Due to traditional bikes, we experience worsening air pollution in our city and also have to cope with the rising fuel prices. But e-bikes not only offer fresh air, they relieve us financially. Because of its feature to make the environment green, our government promotes this mode of transportation and makes such policies that convince people to shift more towards this bike.

In this blog, we will discuss the evolving policies, incentives, and efforts of our federal and provincial authorities that aim to put more e-scooter bikes on Pakistan’s roads.

A National Push for Electric Mobility

In 2020, Pakistan officially introduced its electric mobility conversation through the National Electric Vehicle Policy (NEVP). This policy was designed by the Ministry of Climate Change. This NEVP 2020-2025 includes key provisions regarding electric scooter bikes. These are:

  • Tax Incentives

A reduction in sales tax of 1% on locally manufactured electric vehicles.

  • Custom Duty Reduction

The government also cut the import duty on EV parts and batteries to 1% to promote local assembly and manufacturing.

  • Registration Benefits

If you are the owner of an electric scooter in Pakistan, you do not need to pay the regular registration or annual renewal fees. It means you are financially relieved from such costs.

New Energy Vehicle (NEV) Policy 2025–2030

Besides giving financial relief, the NEVP policy of 2025-2030 sets a target for adopting EVs, including electric motorcycle scooters.

  • Adoption Goals

This policy aims to shift 30% of people from traditional bikes to electric scooty.

  • Infrastructure Development

The government also plans to establish new charging infrastructure nationwide. They will also convert existing CNG stations into EV charging points.

  • Local Manufacturing Support

The government encourages local production of battery scooty in Pakistan through their incentives and support to manufacturers.

Through this ambitious target of the government, we will soon get rid of imported fuels and promote sustainable transportation.

Provincial Initiatives: Punjab Scheme

Our government does not rely on policies. Rather, they took a step beyond it and launched a direct-to-citizen initiative in 2024. You know about Punjab’s eco-friendly scooty scheme, which is the most visible effort of our government to promote EVs.

Let’s dive into how it works:

  1. In this scheme, the government will distribute 1000 rechargeable scooty to students of Punjab.
  2. Such students receive benefits that include interest-free loans and subsidized down payments.
  3. These e-bikes in Pakistan will be allotted through an online application portal with proper verification and approval steps.

Local Manufacturing Is Being Encouraged

To support long-term EV growth, the government is offering fiscal and regulatory incentives to companies that manufacture electric bikes locally. The Engineering Development Board (EDB) has also set standards for electric kick scooter components and quality control.

By reducing reliance on imported bikes, the government aims to:

  1. Generate employment in local industries.
  2. Reduce the burden on foreign exchange reserves.
  3. Increase accessibility through affordable, made-in-Pakistan electric bikes.

Manufacturers like Jolta, Yadea, Vlektra, and Evee have already launched government-approved electric bikes in the market under this framework.

Upcoming Charging Infrastructure Plans

You know we can charge e-scooter bikes at home, but what can we do when the charge ends in the middle of traveling? To avoid this hurdle, the government is working on expanding the EV charging infrastructure. In the new NEV policy, the government adds the following provisions:

  • Installation of EV Charging Station

The government will install EV charging points at petrol pumps and parking lots.

  • Convert CNG stations.

They will also convert CNG stations into hybrid EV service centers.

  • Incentives for the Private Sector

The government will provide incentives to the private sector to set up charging networks.

These steps will ensure long-term support and ease of use of electric bikes in Pakistan.

Final Thoughts

As you can see, the Pakistani government is pushing for electric scooter bikes more than just a policy. With strong support through registration relief, student scheme, tax benefits, and manufacturing incentives, the government makes a pathway for cleaner air, a reduction in transportation costs, and energy independence. It is clear that they are investing in a green future, but their target will only be reached if you actively participate.

Are you a student, an office person, or a rider? This transportation medium will make your life easier, so get the best electric scooter in Pakistan from the reputable and trusted brand Yadea and make your city pollution free.
